2006 Bylaws and Local Rules

Registration
-
Major Division players must register
before the Major Division draft, although a player registering late
may be called up to the majors at the discretion of the player agent
only if a spot becomes available.
-
All other players must register or
make contact with the league before opening day.
-
Players in the Major Division who
drop out of the league for injury or other reasons may not return to
the division. If there is any chance the cause of the
dropout may not be season ending, it will be suggested to the
parents that the player not drop out of the league. Players with a
long term injury shall be required to produce a doctor’s note with
an estimated date of return to aid the player agent in determining
whether or not to replace the player’s spot on the team.

Players must attend a tryout in order
to be drafted into the Major Division, unless they have recently
played in Truckee Little League. The board may make an exception if
tryouts are limited due to weather.

Division Alignment:
-
Tee Ball Division Baseball is made up
of 5-8 year olds (primarily 5-6 year olds) and is a non-competitive
division.
-
AA Farm Division Baseball (Minor
Coach/Machine Pitch) is made up of 6-8 year olds (primarily 7 year
olds) and is a non-competitive division.
-
AAA Farm Division Baseball (Minor
machine/player pitch) is made up of 7-9 year olds (primarily 8 year
olds) and will be non-competitive for the first half of the season
and competitive for the second half of the season.
-
Minor Division Baseball (Minor player
pitch) is made up of 8-12 year olds (primarily 9-10 year olds) and
is a competitive division.
-
Major Division Baseball is made up of
10-12 year olds and is a competitive division.
-
The Draft Method:
-
Major Division:
i.
Draft Order: The draft order will be determined by drawing numbers
out of a hat. Each round, the draft order will reverse in a serpentine
format.
ii.
All returning Major division players shall be put back in to the
draft pool and must be drafted on to Major Division teams.
iii.
All 12 year old players shall be drafted into the Major Division
except those that the player agent deems to be better suited to the Minor
Division.
iv.
Players aged 10 may refuse a draft or call-up to the Major Division.
v.
When the number of draft picks remaining equals the number of
returning Major Division players remaining plus remaining 12 year olds
(except those suited to the Minor Division), all further picks shall be from
the pool of remaining returning Major Division players and remaining 12 year
olds.
vi.
Coach’s Child Provision: The child of the manager and one coach are
protected (limit two players protected per team):
1.
Age 10 through 4th round
2.
Age 11 through 3rd round
3.
Age 12 through 2nd round
4.
If a manager elects not to protect his child, then another manager
can draft his son or daughter and trade at the end of the draft with terms
agreeable with both coaches and the player agent. The player agent shall
have final say.
vii.
Teams will be drafted to 12 players.

Minor Division:
i.

i.

Age 7 through 3rd round
2.
Age 8 through 2nd round

agreeable with both coaches and the player agent. The player agent shall

Teams will be drafted to 10-11 players.

AA Farm Division: The AA Farm
Division Coordinator shall assign players to teams with the goal of
creating the most equitable teams.
i.
Teams will be drafted to 10-11 players.

Tee Ball Division: The Tee Ball
Division Coordinator shall assign players to teams with the goal of
creating the most equitable teams.
i.
Teams will be drafted to 9-10 players.
-
Other Division Rules:
-
Tee Ball
i.
No game score or division standings are to be kept.
ii.
Games will last at least 3 innings with no new inning beginning after
1 hour and 15 minutes after the scheduled start of the game.
iii.
All batters will hit the ball off of a tee. Each batter shall have
enough swings to put the ball in play.
iv.
Although outs will not be counted, a base runner that is put out by
the defensive team shall return to the dugout ant not occupy a base.
v.
The batting order will consist of all players at the game. Once play
begins, the lineup cannot be changed except to remove a player due to an
injury. A late arrival shall be added to the end of the lineup. Throughout
the season, it shall be a priority to rotate the batting order so that all
players have an opportunity to bat from each position in the lineup.
vi.
Every player bats each inning. An inning ends after the entire
offensive team has batted. The last batter will continue advancing bases
until either put out or the defensive team gets the ball to home plate.
vii.
The defense is comprised of all players present. The infield
positions shall be consist of a traditional baseball infield with the
remaining players in the outfield. It shall be a priority that each player
spends equal time in the infield.
viii.
A play ends when the ball is thrown back to the infield and an
infield player has control of the ball. Any runner who is at least halfway
to the next base is awarded that base.
ix.
The defensive team may have up to three coaches in the field
(suggested to be one in the infield and two in the outfield.) The offensive
team may have up to two adult base coaches plus one coach at home plate
assisting the batter. While the ball is in play, no volunteer shall
interfere with the play or touch the ball.

AA Farm
i.
Except as noted below, the Farm division will use traditional
baseball rules.
ii.
AA Farm is a non-competitive division.
iii.
A maximum of 6 innings will be played with a typical game lasting
about 4 to 5 innings with no new inning beginning after 1.5 hours beyond the
scheduled start of the game. Each half-inning will end after three outs are
recorded or the lineup has batted through once, whichever comes first
iv.
The batting order will consist of all players at the game, not just
the ten players playing in the field. Once play begins, the lineup cannot
be changed except to remove a player due to an injury. A late arrival shall
be added to the end of the lineup. Throughout the season, all teams will
rotate the batting order so that all players have an opportunity to bat from
each position in the lineup equally.
v.
The defensive team will position ten players in the field, including
four in the outfield. It shall be a priority that each player spends equal
time at each position and sitting out. It may take several games to make
the distribution roughly equal.
vi.
The first half of the AA Farm season will be underhand coach pitch.
The second half will be machine pitch. Each batter will have 5 strike zone
pitches to hit. The strike zone shall be significantly bigger than a
typical strike zone and be roughly anything the player can reasonably get
the bat on the ball. Even though the pitching machine throws fairly
consistently, it is encouraged that players do not swing at the bad pitches
and develop the ability to recognize balls and strikes. A bad pitch thrown
by the pitching machine which the player does not swing at will not be
counted against the batter. That determination will be made by the coach
manning the pitching machine. If the batter is unable to put he ball in
play after five pitches, the batter shall be out. If the last pitch is
fouled off, the batter shall get another pitch.
vii.
There is no base stealing in Farm.
viii.
The defensive team may have up to three coaches in the field. The
offensive team may have up to two adult base coaches and one coach running
the pitching machine.

AAA Farm
i.
Except as noted below, the Farm division will use traditional

are in the lead.

games except those lasting three innings or less.
2.
All players will be given equal opportunity to play every position in

vi.
Pitching:
1.
Pitching for the first half of the season shall be by a pitching
machine. When a pitching machine is used, each batter will have 5 strike
zone pitches to hit. The strike zone shall be significantly bigger than a
typical strike zone and be roughly anything the player can reasonably get
the bat on. Even though the pitching machine throws fairly consistently, it

2.
For the second half of the season, a player from the defensive team
shall pitch for the first two innings of each game. The remainder of the
game will be pitched by the pitching machine.
a.
During the player pitch games, the pitching machine will still be set up at
the beginning of the game.
b.
Players must qualify to pitch before each game.
i.
At
game time, the qualification test will take place. Each team will have five
minutes to try to qualify no more than four pitchers. A coach from each
team will watch all pitchers.
ii.
To
qualify, a player will pitch eight balls at a target and must hit the target
on at least four pitches.
iii.
The
target will be a rectangle 20” wide and 30” tall lifted 4” off the ground
and placed 46’ from the pitcher. A successful pitch is one that hits the
target on the fly, even if it only nicks the target.
c.
Ideally, the player will pitch the entire inning. The pitching machine will
be available as a backup for a quick changeover if the pitcher is unable to
throw strikes. Once the pitcher has walked three batters or hit two batters
in a single inning, the pitching machine will then be used. Once a pitcher
is removed from pitching, he/she may not pitch again during that game.
d.
A
coach from the defensive team will stand behind the pitcher and call ball
and strikes. Four balls shall constitute a walk and three strikes shall be
a strikeout.
e.
If a
team does not have a pitcher who can qualify, that team must use the
pitching machine for the entire game. Working with potential pitchers
throughout the season is suggested, such as the manager or coach taking a
player off to the side while the rest of the team is out in the field during
a practice or game and throwing pitches. Batters who are seriously afraid
to face a player pitcher shall be allowed to hit against the machine. The
game should continue at a good pace so that the defensive team does not lose
interest.
f.
Whenever a player is pitching, the batter must wear a helmet with a face
shield.
g.
All
Little League Inc. pitching rules apply and pitch count must be tracked.
h.
The
goals of using a player pitcher include:
a.
Developing pitchers for higher divisions
b.
Developing the hitter's ability to hit a player pitched ball
c.
Developing the hitter's ability to get out of the way of errant pitches
d.
Developing the hitter's ability to recognize balls and strikes
vii.
There is no base stealing in Farm.
viii.
Ties may be played out if there is no other game immediately
following.
ix.
The defensive team may have up to two coaches in the field plus. The
offensive team may have up to two adult base coaches and one coach running
the pitching machine. It is encouraged that as the season develops, one
base coach be a player.

Minor and Major Divisions
i.
The Minor and Major Divisions shall use the current Little League
Rule Book. The following rules are in addition
to those in the Rule Book and do not
supersede any rules in the Rule Book.
ii.
Each team will provide at least one (or two if possible) scorekeepers
at each game. The home team scorekeeper will be responsible for keeping the
official scorebook. Together they will be responsible for ensuring the
accuracy of the official scorebook, pitching record, and running the
scorebook. Recording a team scorebook shall be optional and secondary to
the previous requirements.
iii.
Minor Division Only: The batting order will consist of all players
at the game, not just the nine players playing in the field. Once play
begins, the lineup cannot be changed except to remove a player due to an
injury. A late arrival shall be added to the end of the lineup.
1.
Once all players have met the minimum play requirement on a team,
that team may freely substitute on defense.
iv.
Game time limits will be as follows:
1.
Games without a scheduled game or event (Little League, TDRPD, or
other) afterwards will not have a time limit.
2.
Games with a scheduled game or event (Little League, TDRPD, or other)
afterwards will start no new inning past 15 minutes before the scheduled
time of that next game or event. For example, if the game in question
starts at 12:00 and the next game or event starts at 2:30, no new inning
shall begin after 2:15.
3.
Games may be called for darkness or inclement weather by the umpire.
v.
Either team being unable to field nine players at game time will not
be cause for automatic forfeit.
1.
Game time will be defined as either the scheduled game time or 10
minutes after the end of the previous game, whichever is later.
2.
If at game time one or both teams have eight players, the game will
start on time with the team(s) low on players fielding eight players in the
field and on the batting lineup. If a ninth player arrives after the game
has started, he/she will be immediately inserted at the end of the batting
lineup and to a position in the field.
3.
If at game time a team has less than eight players, the game shall be
delayed up to ten minutes until an eighth player arrives. The game will
begin when the eighth player arrives. If a ninth player arrives after the
game has started, he/she will be immediately inserted at the end of the
batting lineup and to a position in the field.
4.
If at ten minutes after the scheduled start of the game one team can
not field at least eight players, that team shall forfeit the game.
5.
If at ten minutes after the scheduled start of the game neither team
is able to field a team of at least eight players, the game shall be
cancelled and not be rescheduled.
a.
If the game is cancelled for lack of players, a practice game shall
be played by using the available players at the field. All pitching rules
still apply to this practice game.
6.
If a team feels they will be unable to field a full team for a future
game, the manager may request to have the game rescheduled to another date
or time. The request must be made at least 72 hours prior to the start of
the game. Requests made later will be denied. Requests must be made
through the division coordinator and the division coordinator shall have
sole discretion as to whether or not to reschedule the game as well as when
the game shall be played if a reschedule is granted.
vi.
For each game, the home team shall be responsible for:
1.
Before the game:
a.
Lining the field
b.
Setting up the pitching mound at the appropriate distance
c.
Setting up the scoreboard and/or scoreboard controls
2.
After the game:
a.
Putting away the scoreboard and/or scoreboard controls
b.
Locking the score-booth.
vii.
Replacing Roster Spot Options and call-ups in to the Major Division:
1.
Purely player agent discretion
2.
If an opening in Majors occurs in the first half of the season, a
player is called up from the Minor division to fill the spot. If the
opening occurs in the second half of the season, the spot is left open.
3.
The parent of any player called up to the Major Division from the
Minor Division during the season shall have the right to refuse the
call-up. No player will be called up from the Minor Division to a Major
Division team in the last two weeks of the regular season.
4.
Roster openings on Minor teams occurring after the season has begun
will not be filled from the Farm division unless the player agent deems that
special circumstances warrant such a call-up.
viii.
Coaches may warm-up pitchers before or during a game, on or off the
game field.
ix.
The ten run rule will be in effect in only the minor division. See
rule 4.10 (e). Once the ten run rule is invoked, a game winner shall be
declared, but play will continue until either the six innings are completed
or a game time limit is reached. There will be no base stealing once the
game is continued and the umpire shall have the discretion to make any
changes to the game as he/she feels is appropriate. Any pitching after the
game winner is declared still counts toward the innings per game and week
limits; toward rest requirements; and towards pitch count limits.
x.
Regular season trophies will be awarded to the first, second, and
third place teams.
1.
Ties will be broken as follows:
a.
Overall record of games against Truckee LL teams.
b.
If tied above, record of games between tied teams. If two teams are
tied, it's simply head-to-head. If it's three or more teams, it'll be the
overall record in games of those teams playing themselves. For example:
teams A, B, and C are tied. In games between teams A, B, and C, team A's
record is 2-2, team B's record is 3-1, and team C's record is 1-3. Team B
would be 1st, team A is 2nd, and team C would be 3rd.
c.
In minors only, if at this point the tie is not broken, the teams in
question will each receive trophies of the applicable place.
d.
If still tied above, runs given up during the TLL season divided by
number of defensive innings played. The advantage goes to the team who
gives up fewer runs per inning.
e.
If still tied above, runs scored during the TLL season divided by the
number of offensive innings played. The advantage goes to the team who
scores more runs per inning.
f.
Coin flip.
xi.
In the Major division only, there will be a season ending tournament
during the last week of the season. The winner of the tournament will be
awarded the Truckee Little League Milo Taylor Memorial Major Division
Championship Trophy.
1.
Teams will be seeded by the following method:
a.
Overall record of games against Truckee LL teams.
b.
If tied above, record of games between tied teams. If two teams are
tied, it's simply head-to-head. If it's three or more teams, it'll be the
overall record in games of those teams playing themselves. For example:
teams A, B, and C are tied. In games between teams A, B, and C, team A's
record is 2-2, team B's record is 3-1, and team C's record is 1-3. Team B
would be 1st, team A is 2nd, and team C would be 3rd.
c.
If still tied above, runs given up during the TLL season divided by
number of defensive innings played. The advantage goes to the team who
gives up fewer runs per inning.
d.
If still tied above, runs scored during the TLL season divided by the
number of offensive innings played. The advantage goes to the team who
scores more runs per inning.
e.
Coin flip.
2.
Schedule for a 4 team division:
a.
Tuesday: 4 at 1
b.
Wednesday: 3 at 2
c.
Saturday: 4/1 Winner vs. 3/2 Winner. Higher seed is home team.
3.
Schedule for a 5 team division:
a.
Monday: 5 at 4
b.
Tuesday: 3 at 2
c.
Wednesday: 5/4 Winner at 1
d.
Saturday: 5/4/1 Winner vs. 3/2 Winner. Higher seed is home team.

The procedure for involuntarily removing
a player from a game or Truckee Little League is as follows:
-
The primary cause for removal shall
be poor sportsmanship or other improper behavior that has a
significantly negative impact on other players in the league.
-
To remove a player from a game while
in progress:
i.
If the player has met his/her minimum play, the player’s manager may
simply remove the player for the remainder of the game.
ii.
In a game without an umpire, such as in the Tee Ball and Farm
divisions, the two managers shall discuss the situation and make a unanimous
decision. If no unanimous decision can be come to, the player shall meet
minimum play then be subject to his/her own manager.
iii.
In a game with an umpire:
1.
The manager from either team may request to the umpire that the
player be removed.
2.
The umpire shall then consult with the other manager.
3.
The umpire shall make a determination on whether or not to remove the
player from the game.
4.
The umpire shall report such removal to either the chief umpire or
player agent.

To suspend a player from a future
game:
i.
A manager may make a request to the player agent of the league in
writing immediately following the game, but no longer than 24 hours after
the game, and no later than 3 hours before the start of the next game.
ii.
The player agent will make contact with the opposing manager of said
game and consult with him/her.
iii.
The player agent will decide whether or not to suspend the player.

To remove a player from the league
for the remainder of the season:
i.
A manager may make a request to the player agent. After
investigation, if the player agent finds cause for removal, he will forward
the request and information from the investigation to the president.
ii.
The president shall poll at least a quorum of board members of which
a 2/3 majority vote is required remove the player from the league for the
remainder of the season.
iii.
A player removed from the league may re-apply to play the following
season.

Unless otherwise discussed between the
umpire and both managers before the start of the game, field boundaries
are as follows:
-
Any ball that becomes stuck in the
fence or other irregularity in the field or goes into a dugout shall
be considered out of bounds.
-
At the Tee-Ball fields at Meadow Park
and Glenshire Elementary, a ball shall be considered out of play if
it goes more than 10 feet outside of the foul line.
-
At the Farm fields at Meadow Park and
Glenshire Elementary and the Minor field at Meadow Park, a ball
shall be considered out of play if it goes past the fence or the
invisible line that would continue the line of the fence.
-
At Regional Park, a ball shall be
considered out of play if it goes outside the fence.
-
At Riverview Sports Park, a ball
shall be considered out of play if it goes outside the fence or
beyond the line extending from the outfield fence.
-
Team managers are responsible for the
removal of all trash from the dugouts and surrounding areas after games.
-
The method for selecting Tournament Teams
is:
-
Tournament selection: The managers
from the Minor division shall select what tournament teams TLL will
field for ages 9-10. The managers from the Major division shall
select what tournament teams TLL will field for ages 11-12.
-
Player selection: The manager from
each team shall nominate players from their own team for any
postseason team a player may be eligible for. Minor division
managers shall choose players for post-season teams for ages 9-10.
Major division managers shall choose players for post season teams
for ages 11-12. At a manager meeting determined by the board of
directors, the managers shall vote in the all-star teams. Managers
may not vote for their own players.

Manager selection: At the all-star
selection meetings, the managers choose the managers for the
post-season teams.
-
All selections above are subject to
board approval.
-
Managers, coaches, assistant coaches,
umpires, board members, and other volunteers who provide regular service
to the league and/or who has repetitive access to or contact with
players or teams must fill out the Volunteer Application, provide a copy
of a government issued photo ID, and go through the background check
process.
-
Volunteers serve at the pleasure of
the board of directors and their status as a volunteer may be
revoked by the board at any time.
-
Volunteers shall be screened in
accordance with Little League Baseball Inc. Any activity noted from
the screening shall be brought before the Volunteer Background Check
Committee who shall make a determination as to whether or not the
volunteer will be allowed to participate in Truckee Little League.
